It has been pretended by some, (and in England especially,) that
inventors have a natural and exclusive right to their inventions, and
not merely for their own lives, but inheritable to their heirs. But
while it is a moot question whether the origin of any kind of property
is derived from nature at all, it would be singular to admit a natural
and even an hereditary right to inventors. It is agreed by those who
have seriously considered the subject, that no individual has, of
natural right, a separate property in an acre of land, for instance.
By an universal law, indeed, whatever, whether fixed or movable,
belongs to all men equally and in common, is the property for the
moment of him who occupies it, but when he relinquishes the
occupation, the property goes with it. Stable ownership is the gift of
social law, and is given late in the progress of society. It would be
curious then, if an idea, the fugitive fermentation of an individual
brain, could, of natural right, be claimed in exclusive and stable
property.
If nature has made any one thing less susceptible than all others of
exclusive property, it is the action of the thinking power called an
idea, which an individual may exclusively possess as long as he keeps
it to himself; but the moment it is divulged, it forces itself into
the possession of every one, and the receiver cannot dispossess
himself of it. Its peculiar character, too, is that no one possesses
the less, because every other possesses the whole of it. He who
receives an idea from me, receives instruction himself without
lessening mine; as he who lights his taper at mine, receives light
without darkening me.
That ideas should freely spread from one to another over the globe,
for the moral and mutual instruction of man, and improvement of his
condition, seems to have been peculiarly and benevolently designed by
nature, when she made them, like fire, expansible over all space,
without lessening their density in any point, and like the air in
which we breathe, move, and have our physical being, incapable of
confinement or exclusive appropriation.
Inventions then cannot, in nature, be a subject of property. Society
may give an exclusive right to the profits arising from them, as an
encouragement to men to pursue ideas which may produce utility, but
this may or may not be done, according to the will and convenience of
the society, without claim or complaint from anybody. Accordingly, it
is a fact, as far as I am informed, that England was, until we copied
her, the only country on earth which ever, by a general law, gave a
legal right to the exclusive use of an idea. In some other countries
it is sometimes done, in a great case, and by a special and personal
act, but, generally speaking, other nations have thought that these

monopolies produce more embarrassment than advantage to society; and
it may be observed that the nations which refuse monopolies of
invention, are as fruitful as England in new and useful devices.
Considering the exclusive right to invention as given not of natural
right, but for the benefit of society, I know well the difficulty of
drawing a line between the things which are worth to the public the
embarrassment of an exclusive patent, and those which are not. As a
member of the patent board for several years, while the law authorized
a board to grant or refuse patents, I saw with what slow progress a
system of general rules could be matured.

The demise of REGION55

This is a formal announcement that REGION55 will be shutting down on
December 19th 2008.
There is no technical need nor justification to keep it going as the
primary reason for its existence is not there anymore.
Over the last years R55-nodes were asked to migrate to their true
geographical area to facilitate closing down of R55 but no-one seems
to have done this.
NET550, on Dec 19th 2008, will migrate in its entirity to R50 and will
formally enjoy P4-status under the jurisdiction of RC50 Who may or may
not arrange for a new NC550.
It is RC50's and my intention in a next phase immediately after the
migration in a couple of months to re-distribute all live nodes to
their geographical net and to find a solution for all non-Russia based
nodes in NET550. Upon this action NET550 will disappear from the
nodelist and REGION55 will vanish into Fido-lore.

INtroducing the emergcom echo
THis echo was begun in May of 2007 to give interested emergency
communicators a place to discuss tools and techniques that will
improve one's effectiveness in using radio communication devices to
get or render emergency assistance.
the echo moderator is a very active ham radio operator who has been
involved in efforts to provide emergency and disaster assistance for
over three decades.
with the wide availability of those family radio service portables
many have access to emergency communications capabilities that were
formerly available only to folks with a real interest in the subject.
HOwever, to utilize them effectively one must know which methods are
most likely to render satisfactory results. THOse little frs portable
radios can save a life when boating, camping, on family outings, and
at home or work. Groups such as REact international have expanded
their activities to provide monitors on FRS channel 1 to provide such
assistance. IN some neighborhoods residents have banded together and
established localized networks using these radios to render mutual
assistance.
Many people also find themselves involved in volunteer organizations
such as search and rescue groups etcetera. though their primary
function in these groups is not communications they can still benefit
from tools and techniques discussed in this conference.
Emergcom is an echo for radio amateurs; react members; search and
rescue volunteers; public safety dispatchers and professionals.
DUring widespread emergencies and disasters the regular communications
infrastructure is one of the first things to go down. Amateur radio
operators have a longstanding tradition of being ready and available
when this occurs. These days groups such as react are also called
upon to fill the void. THis echo is a place for both amateurs and
professionals to discuss any and all aspects of emergency
communications using radio.
EMergcom is available from all z1 hubs and can be a welcome addition
to your bbs. If you're not currently carrying this echo send an
areafix request for it to your uplink today. YOur users will find it
useful, and echo participants will benefit from the perspective of
your users who work in the field. VOlunteers and professionals are
equally welcome.

How to Submit an Article
If you wish to submit an article for inclusion in the Fidonews, here
are some guidelines, if you send it as an attached file; the preferred
method if you want reasonable control over how the published article
will appear in the Fidonews:
a) Plain ASCII text. If you could type it on your keyboard, it's
probably quite OK. No line may be longer than 70 characters.
b) Put a title to the article. Put the title in two times. The first
time, on the first line, with an * before it. The second time, on
the second line, without the * and centered. This will help in the
format since the title with the * is removed and used in the index,
the second line will become the headline. On the third line, put
your name and FidoNet address, present or former. If former, you
may want to add some other address where you can be reached for
personal comments.
c) Deadline for article submission is Sunday, 22:00 UTC.
Help the Editor by following the above guides. Below are some subjects
and the file extension for the article as set in the configuration
file for the making of the Fidonews. Please help by putting the file
extension of the correct subject on the file name if known.
